POLICIES ON LEAVE OF ABSENCE
As the rule prescribed in Civil Service Commission Memorandum Circular No. 41, s.1998 and 14, s.1999, Rule XVI of Executive Order 292 Omnibus Civil Service Rules on Leave, government employees are granted with a right not to report for work WITH or WITHOUT PAY as may be provided by law.
Employees of the government whether permanent, temporary, contractual, or casual, who render work during the prescribed office hours, shall be entitled to 15 days vacation and 15 days sick leave annually or 1.25 days vacation and sick leave credits monthly, with full pay.
WHO ARE ENTITLED TO LEAVE PRIVILEGES?
DNSC Plantilla Non-Teaching Staff and Faculty who are designated to perform non-teaching functions, such as but not limited to:
- Vice Presidents
- Deans and Directors
- Program Chairpersons
Non-Designated Teacher/Full time faculty shall not be entitled to the actual VL/SL credits but to proportional vacation pay (PVP) of 70days of summer and Christmas vacation
PROCEDURES IN THE FILING, PROCESSING AND APPROVAL OF LEAVE OF APPLICATIONS
1. Whenever the employee wants to apply for a leave of absence, they are required to file their leave applications using the HUMAN RESOURCE INFORMATION SYSTEM thru https://his.dnsc.edu.ph/
2. The authorized official/head of unit approves or disapproves the application.
2.1 Management Team – College President (Approving Officer)
2.2 Faculty – Institute Dean
2.3 Staff – Directors (Admin, Finance & REP)
3. The Office of Human Resource Management processes the application, including certification and approval of leave balance
KINDS OF LEAVE PRIVILEGES
- Vacation leave
- Mandatory/Forced Leave
- Sick leave
- Special Privilege Leave

- Rehabilitation Leave

VACATION LEAVE (VL)
granted to employee for personal reasons, the approval of which is contingent upon the necessities of the service.
a. Should be filed, whenever possible, five (5) days in advance.
b. Accumulates without limitation if not taken during the year.
c. Should be applied in one (1) full day or more.
d. Approval of Vacation Leave is at the discretion of the Head of Agency/Immediate Supervisor.

- All Plantilla NON-TEACHING Staff
- Designated Faculty (with VL/SL benefits)
MANDATORY/FORCED LEAVE (FL)
refers to the requirement for government employees to take a minimum of five (5) working days of vacation leave each year.
a. Annual five (5) days scheduled leave (mandatory)
b. Should be filed, whenever possible, five (5) days in advance
c. Employees with ten (10) days or more vacation leave shall be required to go on forced leave whether continuous or intermittent.
d. Forced leave shall be forfeited if not taken during the year.
e. However, in cases where the scheduled leave has been cancelled by the Head of Agency or Immediate Head, the leave not enjoyed shall no longer be deducted from the total accumulated vacation leave.

- Designated Faculty (with VL/SL benefits)
SICK LEAVE (SL)
refers to leave of absence granted only on account of sickness or disability on the part of the employee concerned or any member of his immediate family.
Immediate Family refers to the spouse, children, parents, unmarried brothers and sisters and any relative living under the same roof or dependent upon the employee for support. (Amended by CSC MC 6, s.1999)
a. Sick leave in excess of 5 days should be supported by proper medical certificate.
b. Notice of absence should be sent to the immediate supervisor.
c. Shall be filed immediately upon employee’s return.
d. Accumulates without limitation if not taken during the year.

- All Plantilla NON-TEACHING Staff
- Designated Faculty (with VL/SL benefits)
- Non-designated Faculty with earned service credits
SPECIAL PRIVILEDGE LEAVE (SPL)
refers to leave of absence which all employees, may avail of for a maximum of three (3) days annually over and above the vacation, sick, and other leaves privileges.
a. Employees applying for special leave privilege shall no longer be required to present proof that they are entitled to avail of such leave.
b. Three (3) day limit for a given year shall be strictly observed. SPL is non-cumulative and non- commutative.
c. SPL can be availed right after the assumption of duty.
d. Shall be filed for at least one (1) week prior, except on emergency cases.

COVERAGE OF SPECIAL PRIVILEDGE LEAVE (SPL)

Personal milestones: birthdays, weddings, anniversaries

Parental obligations: attendance in school programs, PTA meetings, graduations, first communion, medical needs

Filial obligation to cover employee’s moral obligation towards his parents and siblings for their medical and social needs.

Domestic emergencies: sudden urgent repairs needed at home, sudden absence of a “yaya” or maid, and the like

Personal transactions: paying taxes, court appearances, arranging a housing loan, etc.
MATERNITY LEAVE (ML)
granted to every female employee in the government service, regardless of civil status, employment status, length of service, and legitimacy of the child.
Conditions for the grant of Maternity Leave
a. 105 days with full pay for live children, regardless of the mode of delivery.
b. 60 days with full pay for miscarriage or emergency termination of pregnancy
c. It shall be filed one month prior to the availment of Maternity Leave.
d. Solo parents are also entitled with Maternity Leave.
e. It cannot be deferred and interrupted.
