PRAISE MANUAL
In line with the Revised Policies on Employee Suggestion and Incentives Awards System (ESIAS) provided under CSC Resolution No. 010112 and CSC MC No. 01 S.2001, the Agency adopts the herein Program on Awards and Incentives for Service Excellence to be referred as DNSC PRAISE.
OBJECTIVE
To encourage, recognized, and reward employees, individually and in groups for their suggestions innovative ideas, inventions, discoveries, superior accomplishments, heroic deeds, exemplary behavior, extraordinary acts or services in public interest and other personal efforts which contribute to the efficiency, economy and improvement in government operations, which lead to organizational productivity.
BASIC POLICIES
The PRAISE shall adhere to the principle of providing incentives and awards based on performance, innovative ideas and exemplary behavior.
The PRAISE shall provide equal opportunity for men and women at all level of position in the College.
The PRAISE shall be institutionalized through the creation of a PRAISE Committee in the agency.
PRAISE COMMITTEE
RESPONSIBILITIES
The PRAISE Committee shall be responsible for the development, administration, monitoring and evaluation of the awards and incentives system of the agency.
The College shall submit their Program on Awards and Incentives for Service Excellence (PRAISE) and its subsequent amendments to the Civil Service Commission Regional Office No. XI and Civil Service Commission Field Office Davao del Norte.

DNSC LEVEL AWARDS
10 OUTSTANDING EMPLOYEES AWARD
Granted to a qualified individual who excelled among peers in a functional group, position or profession. A 10,000.00 cash and plaque of recognition or any forms of incentives as the committee may decide subject to BOT and availability of funds and existing laws and rules.
BEST ORGANIZATIONAL UNIT AWARD
A plaque of recognition shall be given to the top organizational unit which may be a section, division, department or office on the basis of meeting the organization’s performance targets and other pre-determined criteria.
SERVICE AWARD
Conferred on retirees whether under optional or compulsory retirement schemes held during a fitting ceremony on or before the date of their retirement or during the Civil Service Month celebration or as scheduled by the College, in a form of a plaque of recognition and a cash gift of One Hundred Thousand Pesos (100,000.00) for each retiree at the age of 60 and up, and for those who will opt for early retirement who have rendered at least thirty (30) years service in the College and/or other related forms of incentives to be determined by the PRAISE Committee subject to availability of funds and existing laws and rules.
LOYALTY AWARD
Granted to officials and employees of the agency who have rendered ten (10) years continuous and satisfactory service in the government without any gap.

Services rendered outside the agency prior to January 1, 2002 shall not be considered for purposes of granting the award.

A cash gift which shall not be less than Php 500.00 but not more than Php 1,000.00 for every year of service shall be given to qualified employees.
LOYALTY AWARDEE
The loyalty awardee shall receive a memorabilia/souvenir as follows:

10 YEARS – cash award and a plaque of appreciation

15 YEARS – cash award and a plaque of appreciation

20 YEARS – cash award, plaque of appreciation and gold service ring 14karats (10grms) with DNSC logo

25 YEARS - cash award and a plaque of appreciation

30 YEARS - cash award, plaque of appreciation and gold bracelet with DNSC logo, 18karats (10gms)

35 YEARS - cash award and a plaque of appreciation

40 YEARS – cash award, plaque of appreciation and a wristwatch gold medallion with DNSC logo (24 karats gold, 20gms) or necklace with personalized DNSC logo pendant
BEST IN ATTENDANCE AWARD
PURPOSE
The Best in Attendance Award is granted to employees who have not utilized sick or vacation leave for this promotes commitment to their duties and can inspire an entire workforce.
ELIGIBILITY
1. This award is for DNSC employees (faculty and staff) with plantilla positions who have been serving the College for at least one (1) year;
2. The employee must not have used their sick leave, not taken leave without pay, and had no tardiness or under-time;
3. The employee must have a performance rating of at least Satisfactory (S) or its equivalent for two (2) semestral or one (1) rating period before the awarding;
4. The employee must have 100% attendance to all College-Wide activities; and
5. The employee must have at least 95% attendance to flag raising and lowering ceremonies.
Exemption from participation in activities and flag ceremonies due to an urgent need to attend a meeting, seminar, or class, for example, maybe granted upon submission of evidence of attendance at the meetings, seminars, or classes, as evidenced by the following documents:

Only official business will be accepted as stated in the locator slip for the employee to be exempted in the event.

EXCUSED ABSENCES
Permissible absences that do not affect the best in attendance award:
a. 3 days Special Leave – Authorized and approved (All personnel)

Death of the employee’s immediate family (including in-laws). The said leave is approved, documented, and verified.
b. 5 days Forced leave (for non-teaching personnel and designated teaching personnel)
c. 3 days special emergency leave – Due to natural calamity/disaster. The leave is approved, documented and verified. ( for non-teaching and teaching personnel)
d. Compensatory Time Off (earned by the employee)
DELIBERATION PROCEDURE
1. The Human Resource Management Officer shall endorse to the PRAISE Committee the awardees for best in attendance for one year period not later than June 1 of the following year.
2. Awarding will be during the CSC Anniversary celebration of the following year.
3. The PRAISE Committee will review the endorsement and supporting documents.
4. The PRAISE Committee will recommend the awardees for best attendance, and the College President will approve.
AWARD
Each awardee shall receive a plaque of recognition and a cash prize not to exceed Three Thousand Pesos (3,000.00) subject to availability of funds. The awardees will automatically earn a compensatory time off equivalent to 8 hours or one day.
BEST ORGANIZATIONAL UNIT AWARD
PURPOSE
The Best Organizational Unit Award is granted to recognize the achievements and accomplishments of the top delivery unit.
ELIGIBILITY
This award is given to delivery unit who meet the organization’s performance targets and other pre-determined criteria.
DELIBERATION PROCEDURE
The PBB Committee shall endorse to the PRAISE Committee the delivery unit who meet the highest performance targets based on the percentage of accomplishments versus targets.

GUIDELINES ON THE CONFERMENT OF THE PRESIDENTIAL AWARD FOR EXCELLENCE
PURPOSE
The Presidential Award for Excellence is awarded annually to DNSC workers who have made significant contributions to the development of Davao del Norte State College (DNSC). This award is intended to recognize accomplishments that are in accordance with the President’s goal for the College.
ELIGIBILITY
1. Must be an employee of the College either permanent, temporary or casual status
2. Must have been employed in the College for at least one year
3. Must meet all expectations in all areas of work; and
4. Must have exemplary contributions to the College that support the President’s goal for the
College
CRITERIA
Because this is a discretionary award given by the President of the College, the President has the prerogative to decide on the recipient of the Award. The giving of the award is based on the employee’s outstanding contributions to the fields of emerging leadership, creativity and innovation, community engagement, and exemplary contributions to the College that support the President’s goals for the College. Presidential Awardee for Excellence may be awarded only once.
DELIBERATION PROCEDURE
The Office of the College President shall submit the Three (3) Presidential Awardees for Excellence to the PRAISE Committee every 3rd week of January indicating the nature of the awardees integrated excellence. The award will be given during the DNSC Charter Day celebration.

Each Awardee shall receive the following:
a. Plaque of Recognition
b. A cash prize of Ten Thousand Pesos (Php10,000.00) subject to the availability of funds
GUIDELINES ON THE SEARCH FOR TEN (10) OUTSTANDING DNSC EMPLOYEES
PURPOSE
The Search for Ten Outstanding Employees (faculty and staff) of DNSC aims to promote a culture of excellence in the performance among members.
It recognizes employees' inspiring work and life, and also their exemplary contributions to Davao del Norte State College (DNSC) in achieving its vision, mission, and goals.
ELIGIBILITY
1. This award is open to all DNSC employees with plantilla positions who have been serving the College for a minimum of two (2) years of continuous service;
2. Nominees must have a performance rating of at least Very Satisfactory (VS), or it's equivalent for four (4) semestral or two (2) annual rating periods before the nomination;
3. Nominees have not received any form of reprimand for non-compliance with official rules and regulations;
4. Nominees have no unliquidated cash advances and disallowances as of December 31 of the year before the nomination
5. Nominees have not been found guilty of any administrative or convicted to any criminal, civil and administrative case or have not been any disciplinary action during the period under review.
DELIBERATION PROCEDURE
1. Any DNSC employee or employees may nominate an individual (faculty or staff) using the Nomination Form for the Ten Outstanding DNSC Employees and duly conformed by the nominee.
2. Suppose someone other than the supervisor nominates an individual for the award. In that case, the person making the nomination shall obtain verification from the supervisor that the nominee is meeting expectations in all areas of their job.
3. The nominee must compile a portfolio that includes the relevant documents and any other materials that would best present their candidacy.
4. All nominations and supporting documents must be submitted to the Office of the Human Resource Management not later than July 16 of every year.
5. The PRAISE/Screening Committee will review the nominations and recommend the outstanding employees to the College President.
6. The College President will have the final approval.
REQUIRED APPLICATION MATERIALS FOR THE CANDIDATE
Each nomination requires the submission of the following:

Completely filled-out Nomination Form accompanied by a write-up using the Nomination Write-up form.

Curriculum vitae that includes a list of innovations, improvements, and other extraordinary accomplishments.
-
Certification of no pending administrative or criminal case involving moral turpitude issued by the highest-ranking Administrative Officer or the Vice President for Administrative and Finance.
4. Certification issued by the Human Resource Management Officer (HRMO) that the nominee has obtained at least Very Satisfactory (VS) performance ratings for four (4) semestral or two (2) annual rating periods before the nomination. Copy of the rating forms should no longer be attached to the nomination folder.
5. Certification issued by the Finance Director of No Unliquidated Cash Advances and Disallowances as of December 31 of the year before the nomination.
SUBMISSION OF NOMINATION
Nominations for this yearly award will be accepted every July 16th of the year and must be submitted not later than August 16 of each year. Below is the calendar of activities for the Search:

The qualifying percentage shall be 90%. Qualified nominees are ranked to determine the Top Ten Outstanding Employees. Equal slots are allotted for the awardees, five (5) for faculty members and five (5) for administrative support staff.
There will be ten (10) awards, five (5) for faculty members and five (5) for administrative support staff. The PRAISE Committee may not recommend if the candidates fall short of the approved points.

The five Outstanding Employees Award for Administrative Staff are grouped according to the following categories:
Salary Grade 1 to 9 (1st level positions) - 3 Awardees
Salary Grade 10 to 25 (2nd level positions) - 2 Awardees
If there are no qualifiers in a category, the award will not be transferred to other categories
Each awardee for every category shall receive a Plaque of Recognition and a Cash Award of ten thousand pesos (Php10,000.00) subject to the availability of funds. The names and their pictures will be posted for a year at the Admin Building.
CRITERIA FOR EVALUATION
1. EXTRAORDINARY ACCOMPLISHMENTS (FACULTY & STAFF)
The extraordinary accomplishments are results that go beyond or complement the indicators in the IPCR for teaching, non-teaching personnel, and beyond the accomplishments not expected from the faculty with designation as stated in their respective terms of reference. In addition, the committee recommends that non-teaching personnel participate in the College's research, extension, or production initiatives to foster collaboration and camaraderie among the College's workers.
The following are the indicators that the nominee will choose from and the points corresponding to the indicators' numbers.

The utilization of the research outputs by the LGU, community, College, or organization through policies, programs, or technologies that constitute expansion of the state of the field like new theory and the concept acknowledged by academic and or scholarly community with observable impact or positive outcomes.

Supporting documents: Certification with narration of impact of accomplishments
2. Implementation of policy, project, and program for the improvement or efficiency of service (participation in the implementation of project –non teaching only).
3. Memberships in working committees for the approved program offering, center of development or excellence that resulted into institutional award.
4. Patents.
5. Published books or articles or the utilization I.M. with ISBN.
6. Finders of the active partnerships of the College.
7. Recognition and awards (competitive from local, national, or international) received by Faculty , and recognition from external agency received by non-teaching personnel.
8. Membership in an organization with proof of participation but no limited to community service, projects, programs, and the likes.
9. Voluntary participation in public service and outreach programs with outcomes and positive impact.
10. Performed extra duties (Performance of and duly confirmed by the immediate supervisor).
